Moves are afoot to have Fiji banned from next year's Commonwealth Games in New Delhi.
The Commonwealth ministerial group has met in New York and agreed to ask the Commonwealth Games Federation to review Fiji's participation, Radio New Zealand reports.
A group spokesman says Fiji will be boycotted in line with its Commonwealth suspension, unless it committed to holding an election before 2014.
Earlier the body's secretary-general told Commodore Frank Bainimarama to lift Fiji's state of emergency and show his willingness to resume a fully inclusive political dialogue.
Kamalesh Sharma told Bainimarama his government's plans to wait five years before holding elections can't be supported by the Commonwealth.
The Fiji Live website reports the message was relayed at a meeting on the sideline of last week's United Nations General Assembly.
Sharma says the Commonwealth is ready to support a national dialogue in Fiji.
He says it is also open to re-engaging with Bainimarama's administration, on the basis of Commonwealth principles.
Fiji was fully suspended from the Commonwealth at the beginning of September.
