New Zealand's first Maori Governor General is suggesting New Zealanders should not take a peaceful Waitangi Day as a sign Maori are content.
A sodden ceremony at Waitangi seemed to go without a hitch, with the few protesters gathering there proving peaceful. Celebrations in many other parts of the country also passed without trouble.
The government believes this is due to the pace of Maori economic and social development.
But former Governor General Sir Paul Reeves says despite the calm atmosphere, there remain a number of issues angering Maori.
He says foreshore and seabed legislation and proposals to remove references to the Treaty from legislation remain contentious.
Reeves says the difference now is there are more Maori involved in politics seeking change through constitutional means.
He says we are a country of many flags and he was pleased to see the tino rangatiratanga flag flying on Tuesday.
