Prime Minister Helen Clark is urging people to make submissions on the Electoral Finance Bill.
Critics claim the proposed legislation's curbs on third-party advertising are too tight. The bill caps such spending at just $60,000. It also extends the regulated period from three months before an election to the start of election year.
Clark says in the last election the National Party found a way of having a wealthy group, the Exclusive Brethren, fund attacks on the government and to keep it outside the spending cap.
She says spending caps are there to ensure there is reasonably level playing field.
Clark expects changes to the government's controversial bill on election funding once it heads to select committee.
