The Green Party says there is too much secrecy surrounding animal testing.
The latest report from the National Animal Ethics Advisory Committee shows the number of animals experimented in New Zealand past year has fallen significantly.
Just over 250,000 animals were tested on - mostly mice, sheep, cattle and rats.
But the Greens' animal welfare spokesperson Sue Kedgley says the report provides no justification for experiments.
She says the tests sometimes amount to torture and they are not justified.
The Ministry of Agriculture and Forestry is denying the Greens claim saying all animal research proposals are subject to review by animal ethics committees.
MAF's director of animal welfare David Bayvel says some things,
such as veterinary vaccines, can't be used until their safety and
quality is proven.
