National wants to shake up the Immigration Service and would look at establishing a new department of immigration and citizenship.

The party has released its policy on the issue which calls for a review of Immigration New Zealand, which has been plagued by recent scandals.

It also says a National government would reduce the bureaucratic barriers to hire seasonal workers.

MP Lockwood Smith says they'd also like to look at combining a part the functions of Internal Affairs and Immigration New Zealand to form a new department.

He says they are not pre-determining the outcome of the work that has to be done, and they're confident it won't involve more bureaucracy.

Dr Smith says National also wants to attract expat-kiwis home.
