Prime Minister Helen Clark is to attend a NATO meeting in Romania in April where discussions will be held about the future structure and aims of the military deployment in Afghanistan.

Defence Minister Phil Goff says while the military presence is maintaining control over the vast majority of the country the problem with the insurgency has not gone away.

He says that is why other issues such as governance and development will be discussed to help create the foundation for lasting peace and security.

Phil Goff says that will help ensure Afghanistan doesn't again become a failed state and a host for terrorists.

The governor of the Afghani province where more than 100 New Zealand personnel are based has been in Wellington.

Habiba Sarabi met with government officials to discuss the need for more troops and says they need more help to rebuild the region.

The Kiwis are due to stay until at least 2009.

Goff says a review is being carried out into whether New Zealand numbers can be boosted.
