SANZAR faces a couple of major hurdles to present a compelling Super rugby format to broadcasters in June.
It has emerged South Africa, Australia and New Zealand have failed to agree on a couple of big issues at the recent meeting in Dubai.
The South African rugby union is set to dig in its heels in over changes to the Super Rugby calendar from 2011.
SARU President Oregan Hoskins wants the expanded Super Rugby competition to start in January so it doesn't clash with the domestic Currie Cup.
He said they won't be changing the dates for that competition.
Hoskins added that they've always started their Currie Cup at a particular time after Super 14 and he can't see that changing.
New Zealand and Australia are arguing for a March start for the expanded Super 14.
Another point of conflict involves the potential fifteenth team in the newly expanded competition.
It has been expected that it would be Australian based but SARU is pushing for a team from the Eastern Cape.
Hoskins said they need to agree now is who should comprise the 15th team and there are competing bids.
