Act's 'three strikes and you're out' sentencing policy passed its first reading in Parliament on Wednesday.

The policy will see violent offenders receive a minimum non-parole 25-year prison term after their third conviction.

It has been included in the Government's Sentencing and Parole Reform Bill, which will also give courts the option of sentencing murderers to life without the possibility of parole.

It passed through Parliament with support from National, ACT and UnitedFuture.

However Labour have indicated they are not supporting the bill.

Law and order spokesman Clayton Cosgrove said it was a fraud because the "three strikes" would not affect anyone for at least 15 years.

He said that Act did not tell voters before the election that the legislation would be not be retrospective.

"This will have no effect on any person in the justice system for 15 years," he says.

"Act gave the impression that immediately it was passed the world would change."

The bill passed its first reading 64-58 and was sent to the law and order select committee for public submissions.
