National to complete agreements

The scene has been set for the swearing in of John Key as New Zealand's 37th Prime Minister on Wednesday.

The National leader has announced his deal with Act, but before doing so made a confirmation call to the governor-general, telling him he is in a position to form a government.

The Maori Party also met Key on Sunday to thrash out the details of an agreement to work alongside National.

Co-leader Tariana Turia says the last of the hui the party has been holding around the country wrapped up in Wanganui on Saturday night.

She says people who have attended the meetings have agreed, in essence, with what National has put on the table.

Turia says the party will decide whether to sign an agreement with National by the end of the weekend.

She will not say what ministerial portfolios her party has its eyes on, but expects details will emerge after Sunday's session with Key.

The party's leadership has expressed interest in portfolios relating to family wellbeing - likely to entail roles in social development, Maori affairs and education.

They could also expect a welfare role, which may overshadow National's own hardliner welfare spokeswoman, Judith Collins.

The hui were criticised for being open only to Maori Party members rather than the Maori population at large, but Turia says she is pleased at the turn-out and happy at the reception the plans are receiving.

While still not revealing exactly what is on the table, she says people at the hui have been told in broad terms how the Maori Party and National plan to co-operate.

However she says they have not gone into a high level of detail about the co-operation agreement.

Under other agreements, UnitedFuture leader Peter Dunne is expected to be Minister of Revenue, and Act gains two positions outside cabinet.

The announcement of a completed agreement with Act before noon on Sunday saw leader Rodney Hide become Minister of Local Government, Regulatory Reform Minister and Associate Commerce Minister.

His deputy Heather Roy gets Consumer Affairs and associate roles at Defence and Education.

Act on the deal

Hide is praising his party's deal with National and believes it will lead to a long-term stable government.

The National-Act deal will also see the formation of an advisory group to look at closing the income gap with Australia, and it will see the Emissions Trading Scheme put on hold and sent to a committee.

The select committee will hear from experts on the extent of human-induced climate change, although Hide remains sceptical an ETS is even needed and Key had expressed doubt about climate change prior to becoming leader of the National Party.

Hide says he will look at and consider any new evidence and says he is interested in seeing more discussion and debate on the issue. Act had campaigned on scrapping the scheme.

While now claiming to be a climate change believer, Key says he wants to see a more balanced debate.

Hide says he wanted to be able to build up a good relationship with National and did not see the negotiations as an arm wrestle, with one side winning and the other side losing. He believes while National campaigned on different policies, there has been a good compromise - a response more diplomatic than when he criticised Key ahead of the election as being "to the left of Helen Clark".

Meanwhile, Key was quick to point out that Act and National are not in each other's pockets, saying there are many areas of difference.

He claims the parties do have a shared belief the country needs a period of restraint and discipline in the public sector, while individuals and business should have more room to grow and to prosper.
