Key: Whanau Ora based on need, not race

The Prime Minister is adamant the proposed Whanau Ora initiative will be for those in need, and not solely Maori.

The programme is expected to be rolled out later this year and would mean private organisations would take over health and social service needs of families within their own communities.

Maori Party Co-Leader Tariana Turia, who has spearheaded the programme, would like Whanau Ora to benefit Maori in the first instance.

But John Key says that won't be the case.

He says the policy will be based on need, not race.
