The Prime Minister has confirmed cabinet will release a discussion document on Monday on government proposals for mining conservation land.

John Key has reiterated his belief that conservation land could be mined without major environmental damage.

He told Breakfast his personal view is that New Zealand undertakes a very small amount of mining activity.

"It could undertake more, done the right way with environmental and economic balance."

Key says he thinks more mining can help New Zealand and help the country pay for health care, education or other services.
