Prime Minister John Key has been meeting the leaders of other South Pacific nations in Port Moresby before the Pacific Forum convenes on Tuesday afternoon.

Top of its agenda is to decide whether Fiji should be suspended from the forum.

Pacific leaders are angry at Fiji's refusal to hold democratic elections this year.

Fiji's interim leader Frank Bainimarama has chosen not to attend the Pacific Forum, but a move to suspend fiji would be unprecedented.

Key has been holding talks with the Papua New Guinea Prime Minister Sir Michael Somare and other regional leaders including Australian Prime Minister Kevin Rudd.

Bainimarama took power in a December 2006 coup and has failed to take meaningful steps toward reinstating democracy.

Key says even if the forum does not act, it is likely Fiji will soon be expelled from the Commonwealth Secretariat.
