The Prime Minister says Hone Harawira's controversial comments in an email were offensive and held a tinge of racism.

"Because they actually argue things the other way round. And racism goes both ways doesn't it," he told TVNZ's Q+A programme .

But he says the bigger issue is for the Maori Party and how it deals with the situation.

"The Maori Party is taking this issue seriously. Small parties, and actually it's true of all parties to be honest, they have personalities which are sometimes larger than life."

Key describes Harawira as a bit of a shock-jock MP.

"He's that kind of guy he's says things which are sometimes completely outrageous," he says.

"People, general speaking, don't mind that except when they sort of cross the line, and this one got over the line."
