The Greens claim Aucklanders are not being allowed to have enough of a say in the super city plan.

A select committee process starts next month on the idea to merge the region's eight councils into one.

But Green MP Sue Kedgley is accusing the government of breaking the Local Government Act, by not holding a proper consultation process and a referendum.

She says by law that should happen when there is a reorganisation of local authorities.

Kedgley says it does not matter if the super city is not in place for next year's local body elections.

However, Local Government Minister Rodney Hide does not agree with the calls for a referendum.

Instead, he says the public will be able to have their say during the select committee process, which will start next month.
