Agricultural lobbyists hope a major revamp of the Resource Management Act will save thousands of litres of water from being wasted.
Federated Farmers is pushing for an agricultural water storage scheme, spurred on by the sight of surplus water being spilled from South Island hydro lakes.
Agricultural Minister David Carter says the government is going to spend more on infrastructure, and some of it will go towards water storage, including new dams.
He says over 90% of South Island river flows currently end up in the sea, which is a complete waste.
Federated Farmers said on Saturday that even storing a small proportion of that water would make a major difference. While the east coasts of both the North and the South Island deal with some of the hottest temperatures in the country, the reservoirs in the south are shedding enough to spare their paddocks from drought.
The overflow comes after 2008's dry periods saw parts of the country in a serious panic about having enough water to last the winter.
