It has been revealed another minister is getting in on the act of setting an entry fee for a breakfast speech.

It will cost $35 to hear Consumer Affairs Minister Heather Roy talk about her portfolio at a Christchurch hotel.

On Wednesday, it was revealed her boss Act's Rodney Hide is charging for a speech on local government.

He has been accused of rotting the system by charging attendees a $45 fee, given he is speaking on local government matters, something he holds a ministerial warrant for.

The Act leader's not backing down but admits he and his party have made a mistake and the invitation to the event should not have used his Minister of Local Government title.

He agrees that ministers need to draw a clear line between their fundraising and government work.

"I just think it is a bit rich to be attacked for not following the rules all the time. We are doing our best to follow the rules, we made a mistake this time," Hide says.

The Prime Minister says if there is any confusion ministers should not be charging.
