A youth alcohol expert says legislation is the only way to reduce the problem of teenage binge drinking.
The Ministry of Health is considering a policy on youth drinking following the introduction of guidelines in Australia warning parents not to provide alcohol to children under 15.
But Murray Trenberth from Well Trust says guidelines are only a start.
He says the government needs to legislate to raise the drinking age, as well as introducing guidelines for parents, and introducing an education campaign.
Trenberth says youth binge drinking is a problem that stems from adults, and adults need a wake up call as well.
