Non-union council employees in the Auckland region are worried they will be the first to lose their jobs in the creation of the Auckland super city.
Human resources and employment firm Whitehead Group says a large number of employees have approached the company seeking advice.
Spokesman Max Whitehead says there is talk of council staff level being slashed by as much as two thirds.
He says those who chose not to belong to a union are fearful they may have to pay the price.
He says that is because union members may get preference, given they will have such a strong voice during the consultation phase.
The structure of Auckland's super city is expected to be announced on Monday, which will give an indication of how many jobs will go.
