There are reports that Japan plans to arrest a New Zealand activist when he arrives there at the end of this week.

Peter Bethune is still being detained on the whaling ship which he boarded in mid February in a bid to make a citizen's arrest of its captain.

He has accused the captain of sinking his high tech protest boat, the Adi Gil, in Antarctic waters.

Bethune could face a possible jail term in Japan of up to three years.
