Telecom has commissioned an independent review of its XT mobile network following the second major breakdown in just over a month .
All customers south of Taupo, including the South Island, could not call or text on their XT mobiles, the crash affecting tens of thousands of people on Wednesday.
Some say they are still without service on Wednesday night.
An angry Telecom CEO Paul Reynolds says in addition to capacity and design improvements already being worked on, he has commissioned an independent review of the XT network.
"XT has grown extremely rapidly to serve hundreds of thousands of New Zealanders. I am angry at the recent outages that have affected parts of the network, including one this morning," Reynolds says in a statement issued on Wednesday night.
"I apologise to our customers who have been inconvenienced, but also recognise that words are not enough. That's why we are taking rapid action and I am determined to be up front and open with our loyal XT customers on this.
"XT is built as a world-class network but clearly it should not have had these problems."
Reynolds says Telecom has already been working with its technology and operations partner Alcatel-Lucent on capacity and design improvements to protect customers.
"I have today commissioned an urgent and independent review to ensure we have taken all reasonable steps to assure customer experience.
"As we continue to implement the improvements already identified, we expect customers to see a much improved performance in XT," Reynolds says.

I could not access urgent client files to meet deadline with client - recently with Telecom outage. I turned my PC on at 8 a.m. to access files and could not access until late into the afternoon. I don't expect Telecom to fork out for every little 'outage', but at what point is it deemed signficant enough for them to compensate? As it is, I rang them recently and they said, "A credit will be applied to your account". Two weeks later they told me they weren't??

people seem to blame every hiccup they have on 'the issue'. I suppose it is only natural but common now!

After saying I wanted a refund on three XT phones from our household and plans cancelled, I was told I could go into a Telecome shop and they would supply loan CDMA phones free of charge and swap plans and numbers over until XT becomes more stable. I would suggest everyone does this.
