A Waitangi kaumatua says some land claims will never be resolved, because they pre-date the Treaty of Waitangi.
Kingi Taurua is refuting the Prime Minister's assertion settlements can be reached by the year 2014.
Taurua says the Government should be talking specifically about the claims of each hapu, rather than treating the wider consultation process with iwi as good enough.
He says Hokianga and all the other areas within Ngapuhi have their own claims and a lot of land claims are from a time before the British Government was recognised, and the Treaty signed, in 1840.
He says deeds of sale were drawn up for the land, but Ngapuhi is questioning whether those were legal, given the British Government was not acknowledged at the time.
Taurua says the issue makes it nearly impossible to reclaim pre-1840 land.
