The New Zealand Transport Agency today announced a 10-year $2.2 billion plan to four-lane the highway from Wellington to Levin.

The project would be done in sections and at different times:

-Airport to Mt Victoria Tunnel -- four-laning Ruahine Steet, installing traffic lights and duplicating the tunnel. Cost about $217 million. (To be done as part of phase three of programme).

-Basin Reserve -- at the north end traffic heading north/south  vs east/west will be separated. About $36m-$51m. (To be done as part of the first phase of work).

-Terrace Tunnel -- duplicate tunnel. $152m. (Third phase of work).

-Aotea Quay to Ngauranga -- use hard shoulder running,  ie during peak periods another lane would be available by extending the shoulder. $29m. (First phase).

No proposed improvements between Ngauranga and Linden -- but a new Grenada to Petone link is preferred over upgrading SH58 between the Hutt and Pauatahanui (Porirua).

-Linden to Mackays Crossing (Transmission Gully) -- 27km route from Mackays Crossing, just north of Paekakariki, crossing SH58 to the southern reconnection to SH1 near Linden (a suburb near Porirua City). $1.2 billion. Tolls likely. (Phase two).

-Mackays to Peka Peka -- four-lane "Sandhills Expressway" to be built. About 25 landowners affected. $380m-$500m. (First phase).

-Peka Peka to Otaki --  four-laning and improving intersections. By-passing Otaki. $215m-$355m. (First phase)

-Otaki to north of Levin -- four-laning the section, by-passing Levin, and improvements north of Levin including passing lanes. $140m. (Phase three).
