Christchurch residents have been warned to drastically reduce energy usage over the next decade or risk serious shortages.
At the moment, energy use in the city accounts for 11% of its $15 billion annual GDP and 29% of its $5.5 billion household income.
That usage is increasing at a rate of 2% every year.
Council energy manager Leonid Itskovich says by 2018, he wants that annual increase cut to 0.4%.
He says that would save Christchurch $32 million every year and cut emissions by almost a million tonnes.
The council has launched a 10 action plan looking at ways to encourage savings.
