The government intends to impose a zero alcohol level on drivers under 20, Transport Minister Steven Joyce has confirmed.

He says it is part of a package aimed at reducing the road death toll, which is 60% per capita higher than Australia's.

Joyce says the zero alcohol level for drivers under 20 still has to be signed off by the Cabinet.

"I think it is likely to get through," he told Radio New Zealand.

"We do need to take a systematic approach to the issues around young people dying on our roads."

At present teenage drivers have a 30mg alcohol limit.

Joyce says there will also be proposals in the package covering drivers up to age 24.

    Is this about fines or lives? At 2-5am in the morning in Auckland loads of drivers are over the limit but do you see any breath testing then? Nope more so 2-5pm and they are not the people taking lives. More rules, more fines no results but pockets are lined.

    Also there are less people dying on the roads than there was a few years ago. The road toll is on a decline. You are incorrect saying more people are dying. Research the stats.

    It's not going to acheive anything. 30mg is not even one beer, barely enough to impede the driving of the majority. The biggest problems are those who don't give a damn and drive whilst X4-5 over the limit.
