More gunshots have been heard near the scene of a shooting in Napier.

Police have confirmed the offender involved in the incident is holed up in a house on Hospital Hill.

The area is cordoned off by the Armed Offenders Squad and it is believed the the offender is alone in the house. Police are talking to people who were in the house with the offender earlier in the day.

Police have also confirmed that a member of the public was shot and seriously injured during the incident.

Two officers were injured and a third officer is unaccounted for.

ONE News cameraman Murray Sawyer is at the scene and says there are 50 or more police in the vicinity.

"We believe there is one policeman deceased," Sawyer says. "[But] nobody has confirmed this as yet."

Hawke's Bay Hospital have confirmed to ONE News that three people have been taken to the emergency department in relation to the incident.

Police are asking people to keep away from the Bluff Hill area of Napier.

The mayhem broke out about 9.30am , when police were called to an address on Chaucer Rd, HospitalHill.

Gunshots were heard, with one witness reporting it "sounded like World War III".

Shots continued after the initial outburst, another witness said.

All schools in the area are in lockdown mode, and acting under instruction from police. Residents have been urged to stay inside.

A witness that ONE News spoke to says the first he knew something was going on was when he saw a patrol car speeding past his building with its lights going at about 9:45am.

He says he heard six or seven shots and within 10 minutes there were police everywhere.

"We were told to get off the roof, get away from the windows and lock down, that there was a man with a high powered rifle."

He says he was not aware of what sparked the incident.
