Toyota's Jarno Trulli and Timo Glock were sent to the back of the Australian Grand Prix starting grid on Saturday after stewards ruled their cars breached regulations.
The governing International Automobile Federation (FIA) said in a statement that the upper rear wing elements of the two cars were too flexible and the cars were excluded from the official qualifying classification.
German Glock had qualified sixth with Italian Trulli in eighth place for Sunday's Formula One season-opener.
The decision moved McLaren's world champion Lewis Hamilton ahead of them and up to 18th place.
Toyota said in a statement that they accepted the stewards' decisions.
They added that the design had passed internal test procedures.
"It is clear we must review these procedures to ensure there is no repeat of this situation and we will also review our production processes to ensure there is no variation between parts," the team said.
Toyota said they were confident modifications overnight would not result in any drop in performance.
