Otago and Southland are to share their Primary Health Organisation.
The decision comes after the Southland District Health Board rescinded its previous decision to form its own PHO.
It has been swayed by rural GPs, who don't support the formation of a separate organisation.
Chairman Paul Menzies says patients won't get cheaper doctor visits, but should get a better service.
He says a transitional board will be appointed in the near future to ensure the change is seamless.
