Rest home operators in Auckland are vowing to fight plans to restrict the number of people who qualify for in-home medical tests.
The region's District Health Boards says they are only going to send staff out to people who are totally immobile.
It has outraged the Aged Care Association, which believes it will be both financially and emotionally draining for residents.
Spokesman Martin Taylor says despite what the Boards say, there is no precedent for such restrictions.
Taylor says it is appalling there is been no consultation over the changes.
