The government is considering dumping a scheme requiring all bread products to be fortified with folic acid.

The mandatory folation of bread has been promoted as a way of reducing rare birth defects, like spina bifida.

Labour's Health Minister Annette King ordered bakers to add a synthetic form of folic acid under special rules, which meant no legislation was needed. The rules are due to come into force this year.

With almost 90% of consumers opposed to the idea, including the Bakers Council, National is now taking another look.

Food Safety Minister Kate Wilkinson says the government has concerns about the scheme and wants to make sure there are more benefits than risks.

Wilkinson says it's a delicate process because of our joint food standards with Australia.

A report is expected to go to Cabinet before the end of the month.
