Those in the party pill industry say prohibition hasn't worked overseas, and they hope the new code will allow them and the Government to find common ground.
Matt Bowden of the Social Tonics Associatin says regulation is a more effective way of protecting the public than banning party pills altogether.
He says BZP is the safe version of methamphetamine, and with more than 24 million of the pills sold, the market is obviously there.
Bowden says the draft code was delivered to Associate Health Minister Jim Anderton earlier this week.
