Norris told Radio New Zealand's Morning Report that a range of options are being considered for the future of the airline, and a low-cost budget carrier is one of the choices being considered.

However, Council of Trade Unions secretary, Paul Goulter is opposed, saying the airline would risk losing the value of the Air New Zealand brand and business travellers would likely abandon the airline.

He said business travellers need an airline that leaves regularly, at convenient times, and from convenient ports. And they would abandon an airline that did not fulfill these requirements.

Mr Norris says no decision has been made about the strategy for taking the airline foward.
