The approval of a red-light cyber zone is off the agenda at the ICANN conference being held in Wellington this week.
ICANN regulates and assigns top level country internet codes and the .xxx domain sponsor, ICM Registry, had understood it would be signed off at the meeting.
However the company's chief executive, Stuart Lawley, says he was told on Monday that the US Commerce department had forced a delay. He says the department came forward with last minute objections to the proposed contract between his company and ICANN.
Lawley says the objections raised by the US are based on old documents and there has been heavy pressure on ICANN delegates to stall the .xxx proposal.
