Police have released the investigation file into Cabinet Minister David Benson-Pope over historic allegations that he bullied students while he was a teacher.

The allegations include one that Benson-Pope put a tennis ball into a student's mouth and taped his hands to a desk and another involving a student being struck in the face.

Police found there was a prima facie case to answer but that a prosecution over the incidents, which date back 20 years, was not in the public interest.

The file, which is hundreds of pages thick, includes statements by pupils from the school -nine of which recall the incident when Benson Pope put a tennis ball into a student's mouth.

However 18 former members of the 1982 class say they either cannot recall the incident, or do not believe it happened.

Political experts say the release of the files will provide fresh ammunition for Opposition MPs, as parliament resumes its final sitting of  the year.

Benson-Pope says the public release of the file will vindicate his position.

Radio New Zealand reported on Friday that a delay in the public release of the file - which Benson-Pope has had since Wednesday - resulted from an agreement with police that there would be 48 hours for him and his lawyer to read the documents and make submissions.

A request for an extension of time was declined by the police. It then emerged that Benson-Pope had asked that some material within the files be withheld for "privacy" reasons.

Act leader Rodney Hide says the files show there is overwhelming evidence against him, and that he must resign.

Hide - who told Parliament that 19 students said the incident happened - says the police found the facts stood up, and Mr Benson-Pope has a credibility problem.
