The National Party says it will provide veterans with a gold card for better access to healthcare and housing where there is an established need.

Veterans receiving New Zealand Superannuation, or a war disablement pension, would be eligible.

National leader Don Brash said that would provide priority access to healthcare as well as accommodation through Housing New Zealand.

Brash has also acknowledged the failure of successive governments, including National, to adequately address health issues around the defoliant Agent Orange used in the Vietnam War.

He said National would offer an unqualified apology for the long time it's taken for the government to recognise the effect of exposure on Vietnam veterans.
