Authorities are looking to the skies which promise to dump more water on already flood-ravaged communities in the lower North Island.

The region has been in a state of emergency for four days after being battered by a one in 100 year flood.

Manawatu-Wanganui Regional Council chief executive Peter Davies says river levels have fallen over the past few days, but the river systems cannot cope with any more substantial rain.

Davies says the flood protection system is shattered with stopbanks broken and no river control is possible.

People in the Manawatu-Wanganui region are being advised that some early warning systems for rising rivers may not be working.

The Manawatu-Wanganui regional council says electronic systems which record river levels and transmit data via telephone connections cannot be reset until the rivers drop.

The council says farmers should shift stock before more heavy rain and high winds.

The Automobile Association is reporting several road closures in the North Island.

Some roads are being closed so that stock may be moved while others remain impassable due to flooding. The Automobile Association has a list of the roads and the times they will be closed.
