The PSA is alarmed at reports the Finance Minister is putting a permanent cap on the number of staff and funding for government departments.
Bill English says the public service will have to provide more services with the same or fewer people and with the same or less funding.
PSA Secretary Richard Wagstaff says that means no allowance for growing demand for services as the recession bites and New Zealand's population increases.
He says that's a recipe for disaster and claims the government is using the recession to push through its agenda of having a smaller government.
