The high number of drownings in January, can be put down to children not learning to swim at school, according to Water Safety New Zealand.
It says fewer and fewer schools, have been teaching pupils to swim, and that means that when they move into their 20's and 30's, they're more at risk in the water.
Twentythree people drowned last month, one of the worst months on record.
