The National Party would give schools an additional $500 million for capital spending and introduce a voluntary bonding scheme for teachers in hard to staff areas, party leader John Key announced on Saturday.
Speaking at Upper Hutt College Key said there was an urgent need to improve current schools and to build new ones following from nine years of neglect from Labour.
Key also confirmed National's plans to allocate an additional $1.5 billion in the budget for new operational spending.
The money is likely to come out of National's previously announced $8.6 billion infrastructure package.
Also on the cards is voluntary bonding - it is understood National would offer student loan breaks to graduate teachers, who agree to work in hard-to-staff areas.
National is also promising to introduce national standards for all children from the age of five.
