New Zealand will join a host of countries at top level talks in South America over Japanese whaling.
The announcement coincides with Australia's decision to send surveillance planes and ships to shadow Japan's whaling fleet near Antarctica.
Conservation Minister Steve Chadwick says it's likely the Japanese will break the rules, and the situation could get serious.
But she says it's unlikely New Zealand will support any force used by Australia against Japanese fishing boats.
The International Whaling Commission conference will be in Chile next year.
