Lower Hutt Police say they will be consulting with cultural and legal experts as they continue their investigation into the death of Janet Moses.
It is believed the 22-year-old Wainuiomata woman drowned in a ritual to lift a curse on October 12.
A 14-year-old girl was also taken to hospital after taking part in the same ceremony.
She is now in the custody of Child Youth and Family.
Detective Senior Sergeant Ross Levy says police are focussing their investigation on family members.
He says they are also seeking advice from legal and cultural experts about the case.
Levy says it's too early to speculate when police will lay charges.
