Cautious welcome for emission plan

Greenpeace is cautiously welcoming the government's environmental carbon emissions trading scheme, but isn't happy with some parts of the plan.

Companies which exceed emission regulations will have to buy carbon permits which could push up the price of power.

Climate change campaigner Susannah Bailey says while it is a good idea, the agriculture sector, which produces half of New Zealand's green gases is exempt from the scheme.

She says it is not fair low income households, affected by the scheme, will be subsidising farmers.

On TV ONE's Agenda programme on Sunday morning Prime Minister Helen Clark conceded the price of fuel and energy will go up for the average consumer.But said there will be compensation for low, modest income consumers.

"They're not in the position neccesarily to radically alter their pattern of use," she said.

The government will release full details of the scheme on Thursday.
