Close Up brings another story to its ongoing investigation into benefits, where parents are forced to pay to support teenagers who do not want to live at home.

The Independent Youth Benefit is allowing teens to leave homes - healthy homes with loving parents. Minister Paula Bennett promised to investigate.

But now the picture gets worse. In this story the teen was housed in a garage with her boyfriend and the next door neighbour was paid an Unsupported Child Benefit to look after her. Her mum had no say because it's the child in this story that has the power.
