Will the government's latest changes to the liquor laws really make a difference?

Those changes target young people with a proposed split drinking age - 18 for bars but 20 when buying from off-licences.

Pre-mixed RTDs will have restrictions placed on them and it will be an offence to provide alcohol to underage people without a parent's consent.

But does it really address the binge drinking culture?
