Is locking people up the answer to the P problem?

There is lot of talk about getting tough on crime and the new government has announced a boot camp policy for youth offenders. But what about drugs? The government has indicated it wants to come down hard on P dealers and anyone importing precursor drugs and the gangs are donkey deep in the P trade. So should we jail P addicts, along with the dealers? A visiting expert for a drug policy symposium claims that's a waste of time - an idea sure to ruffle the feathers of those who want to lock 'em up and throw away the key. Deborah Peterson Small and Police Association president Greg O'Connor, who warned 10 years ago of the P problems we are now having to deal with, debate the issue.
