Fonterra is threatening sanctions against farmers falling foul of the rules on effluent control and the Agriculture Minister is also unhappy after new figures show compliance is falling.

Nationally, compliance is down to 60% and serious breaches which could cause environmental damage are up.

But Federated Farmers says it is as keen as everyone else to raise the dairy sector's environmental performance. Dairy spokesman Lachlan Mackenzie says there is a lot of variation from the worst region - Northland (39% compliance) - to Taranaki which is the best with 90% compliance.

Mackenzie says Taranaki has an aggressive programme of fencing and planting along streams, on top of an annual inspection of every dairy farm and every effluent system.

Mackenzie says part of the problem is because different councils have different interpretations of the rules on effluent.
